Reporting time zones

I am running OPSMgr 2007 sp1 and running availability reports, I would like
to configure the report to show time as per sites local time e.g Shaghai etc.
I can run the report and select the relevent time zone but when publishing
the time zone has been changed back to GMT....any ideas?
